When I try to start PTW, the network hardware lock indicates that all licenses are currently being used and I cannot get into the program. When I check, no one else is currently using PTW.

Answer: What most likely happened is that the last computer that was logged in to the network key crashed before exiting PTW and not logging its user off the network hardware lock.
To reset the network key, shut down the license manager and restart it.
